The agreement, signed on October 9, 2025, in Dushanbe, establishes that before entering Russia, migrants must undergo a medical examination at an authorized organization on the territory of Tajikistan. According to Rossiyskaya Gazeta, this organization will be appointed by the Ministry of Health of Russia.

Based on the examination results, migrants will receive a certificate that will be recognized on the territory of Russia. The specified medical organization will be exempt from paying taxes, customs duties, and rent.

Additionally, it will gain access to databases on cases of infectious diseases.

The medical examination process for citizens of Tajikistan will be conducted on a paid basis under a contract for the provision of medical services, and payment will be made in the national currency of the country.

Deputy Abdulkhakim Gadzhiyev from the United Russia party emphasized in an interview with "RG" that this agreement contributes to ensuring biological safety. He reminded that according to the current law No. 115-FZ, medical examinations of foreign citizens were conducted only after their entry into Russia, which, in the case of detecting dangerous diseases, led to the need for treatment or deportation.

Now, according to him, the ratification of the agreement changes this practice: the health of migrants will be checked in advance, and if problems are identified, they will not receive permission to work in the country.

Gadzhiyev also noted that the agreement will reduce the burden on the Russian healthcare system. "We are creating a legal framework so that all necessary tests and examinations are carried out in Tajikistan according to our standards. This will help relieve Russian medical institutions and reduce the risks of spreading infections," he added.

Nikolai Buduev, his colleague from the faction, stated in a comment to "RG" that the previous practice, where examinations were conducted in Russia, often caused problems: migrants spent money on travel and ended up being sick, which often led to deportation and posed a health risk to others.
