
The Kyrgyz Social Fund clarified the situations in which residents of the country can use their accumulated pension funds.
The main circumstances allowing this include:
Reaching retirement age: Individuals who have reached the legally established retirement age and have pension savings can apply for pension benefits in accordance with the Law of the Kyrgyz Republic "On State Pension Social Insurance".
Moving abroad: Citizens who have decided to leave Kyrgyzstan for permanent residence outside the country have the right to receive their pension assets held in their personal insurance accounts.
Rights of heirs: Heirs of those who have passed away and whose pension savings are registered can receive the corresponding funds.
Military pensioners: Military personnel can access their accumulated funds when they reach 63 years of age. However, it is important to note that during their service, they do not make contributions to the Social Fund. The right to receive funds extends to those who also worked in the civilian sector before or after their service and made the necessary contributions.
Mortgage loans: Citizens and their spouses who have taken out a mortgage loan or are participating in a rent-to-own housing program can use their pension savings to finance the down payment or to pay off the loan.
Unemployment: Individuals officially recognized as unemployed have the right to receive funds from their pension savings, taking into account the minimum living wage for the working-age population.
Treatment of serious illnesses: Citizens facing severe illnesses can use their pension savings to cover medical expenses. A list of such illnesses is available at the link: https://sf.gov.kg/.../perechen-tyazhelyh-zabolevanij.../.
Statistics on payments as of 01.11.2025:
Currently, 226,144 people have received their pension savings, totaling 5,770.3 million soms. In particular:
- 198,880 individuals who reached retirement age received 3,061.1 million soms;
- 4,496 citizens who moved abroad received 251.8 million soms;
- Heirs of deceased insured individuals — 11,847 people, with total payments amounting to 357.1 million soms;
- 995 military personnel received 11.6 million soms;
- 385 individuals who took out a mortgage — 87.0 million soms;
- 7,779 individuals who received a mortgage loan — 1,745.2 million soms;
- 317 individuals repaying rent agreements from JSC "GIK" — 52.1 million soms;
- 367 individuals participating in shared construction or repaying installment agreements — 71.8 million soms;
- 312 officially unemployed individuals — 5.9 million soms;
- 766 individuals with serious illnesses — 126.7 million soms.
