According to information received from the press service of the presidential representative in the Chui region, serious problems related to Tailings Storage Ak-Tyuz No. 4, located in the village of Ilyich in the Kichi-Kemin rural administration, have emerged in the Kemin area.
For a long time, the facility remained in an uncertain legal status, which led to a lack of adequate management and oversight by the responsible authorities. Despite the existence of court rulings obligating "Kyrgyzgeology" under the Ministry of Natural Resources, Ecology, and Technical Supervision to ensure the safety and condition of the tailings storage, these directives were not properly implemented, creating serious risks for both the environment and the population of nearby areas.
The situation changed after the intervention of the prosecutor's office, resulting in the State Agency for Management of State Property under the Cabinet of Ministers of the Kyrgyz Republic taking Tailings Storage Ak-Tyuz No. 4 into state ownership and registering it according to established procedures.
Experts emphasize that due to the potential threats associated with the tailings storage, it is advisable to place the facility under the constant control of the Ministry of Emergency Situations until investors are attracted and all necessary restoration and protective works are completed. This will allow for round-the-clock monitoring of the condition of the tailings storage and minimize the risks of emergencies, as stated in the message.
The presidential representative of the Kyrgyz Republic in the Chui region, Azamat Osmonov, familiarized himself with the situation on-site during his working trip to the Kemin district. Following the visit, he instructed the relevant state agencies to develop options for further management of the tailings storage, provide specific proposals, and ensure oversight of their implementation.
