Abandoned Tailings Storage in Ak-Tyuz Accepted into State Balance: It is Planned to Transfer it Under the Control of the Ministry of Emergency Situations for Comprehensive Restoration

Tailings storage facility No. 4 in Ak-Tyuz, located in the village of Ilyich in the Kichi-Kemin ayil aimak of the Kemin district in the Chui region, has long been in a legal vacuum without proper management and oversight.

During a working trip, the presidential envoy in the Chui region, Azamat Osmonov, familiarized himself with the situation on site.

“Despite existing court rulings obligating the state enterprise ‘Kyrgyzgeology’ to ensure the safety and proper condition of the facility, these obligations have not been fully met. This has created risks for environmental and technogenic safety,” Osmonov noted.

As a result of the prosecutor's actions and in accordance with the legislation of Kyrgyzstan, the State Agency for Management of State Property under the Cabinet of Ministers has taken ownership of tailings storage facility No. 4 and registered it properly according to established procedures,” the statement indicates.
During the inspection of the facility, considering the potential threats, Azamat Osmonov emphasized the need to place the tailings storage facility under the constant control of the Ministry of Emergency Situations until investors are attracted and necessary restoration work is carried out.

He also highlighted the importance of interagency cooperation, organizing continuous monitoring, and taking measures to prevent possible emergencies.

State authorities were instructed to address these issues and prepare proposals for further management of the facility, and the execution of these instructions has been put under control.

The envoy also noted that the safety and health of local residents are among the main priorities.

He added that all decisions regarding the further use and management of the tailings storage facility should be made with consideration of minimizing risks to the population and the environment.
