According to information, on December 15, 2022, I. A. signed a contract with the rural administration of the Kyzyl-Oktobyr district in the Kemin region for the construction of drainage ditches in the village of Udarник.
The contract amount was 3 million 772 thousand 895 soms; however, as of now, the work has not been completed, and the ditches have still not been put into operation. This is stated in the official announcement.
The Audit Chamber discovered facts of inflated costs for the completed work and other violations that caused damage to the state amounting to 819 thousand 580 soms.
In connection with these circumstances, the Internal Affairs Directorate of the Kemin district has initiated a criminal case under Article 209 ("Fraud") of the Criminal Code.
On November 20, 2025, I. A. was detained and placed in a temporary detention facility.
The investigation is currently ongoing.
