Nighttime Garbage Truck Entries Without Registration Discovered at Tokmok Landfill – Inspection Results Announced

The team of the presidential representative in the Chui region conducted an inspection of the sanitary landfill in Tokmok.

The inspection was initiated in response to appeals from local residents of the Chui district and Tokmok. During the examination, specialists reviewed the log of vehicles entering the landfill and found that it is managed by a private company. However, serious violations of both environmental and organizational norms were discovered during the inspection.

As a result of the inspection, it became known that there is no video surveillance on the landfill premises or at its entrance. Nighttime entries of garbage trucks were carried out without registration, and the data was not recorded in the logs. There is no control over the volumes of waste being brought in, nor is there a unified system for tracking the movement of garbage from entry to burial. Separate accounting of waste is also not conducted. Additionally, weak oversight by local authorities regarding the landfill's operations was identified.

Presidential representative Azamat Osmonov noted that such a situation creates a breeding ground for corrupt practices, evasion of official payments, and unauthorized waste disposal, which in turn harms the environment.

He emphasized that the identified deficiencies lead to soil and groundwater pollution, as well as regular fires and unpleasant odors that local residents complain about. This poses a threat to public health and ecological safety in the region.

As a result of the inspection, the Tokmok city administration was instructed to organize control at the landfill and ensure order, while competent authorities were tasked with assessing the legality of the private company's activities, checking the use of the land plot, and promptly addressing the identified violations.

It was also stated that all operations at landfills must strictly comply with environmental and sanitary safety requirements, and the activities of private operators should be under constant and transparent oversight.

Measures are planned in the Chui region to bring all landfills into order, for which a set of necessary solutions will be developed. This work will be carried out in cooperation with relevant state authorities and local governments, as well as with new waste processing plants.
