Chynar Amanbekovna Tokolova was born on April 28, 1988, in the village of Bayetov. She graduated from the school named after Esengul Karasartov in her hometown and then received higher education at the Kyrgyz National University named after Jusup Balasagyn, specializing in "mathematics, computer science, and cybernetics."
From 2011 to 2021, Chynar worked as a mathematics teacher at the school named after Murzabek Balbakov, and since 2021, she has held the position of deputy director for educational and upbringing work.
She is the mother of four children.
