Ulugbek Karybek uulu: The Bishkek City Hall is deceiving the president, the population, and the deputies

At the meeting held on January 26, Deputy Ulukbek Karybek uulu raised a concerning issue about the lack of schools in Bishkek and inquired when the authorities intend to address this problem.

The Committee of the Jogorku Kenesh on International Affairs discussed the ratification of a loan agreement with the Saudi Fund in the second reading, under which it is planned to receive $50 million for the construction of five new educational institutions and seven additional buildings in Bishkek, as well as two schools in the Chui region. Deputy Minister of Construction, Architecture, and Housing and Communal Services Samat Janteliyev presented information on this project.

According to Janteliyev, many educational institutions in the capital are experiencing severe overcrowding. For example, in the Sverdlovsk district, there are 35 municipal schools designed for 29,732 places, but in reality, 66,747 children are studying there. The minister noted that 15 additional schools with 11,000 places need to be built in this area.

“Bishkek is facing a catastrophic shortage of educational institutions, as your statistics indicate. When and how will this problem be resolved?” the deputy addressed Janteliyev.

The deputy minister replied that the state continues to work on the construction of new schools. This year, it is planned to begin the construction of 20 educational institutions, with projects already being developed and land plots being identified. The start of construction work is expected this year.

The deputy also asked about the criteria for selecting areas for new construction. He noted that in places where there is the greatest shortage of schools, new ones are not being built.

“In the new development 'Ak-Zhar', there are 15,000 residents. Children from three residential areas of this district have to travel to the city for school. The official response from the city hall states that a school for 600 places has been built in 'Ak-Bat' and that children attend this institution. This means that the city hall is misleading both the country's leadership and the deputies and residents,” the deputy stated.

According to the project, the school in 'Ak-Bat' is intended for 600 children, but there are about 1,500 children living in 'Ak-Bat' itself. In the neighboring developments 'Nurkhozo', 'Ak-Tilek', and 'Ak-Zhar', there are about 3,000 more children. There are no medical points, educational institutions, or proper roads. Where is the Bishkek city hall? The Ministry of Construction should conduct an analysis and include these new developments in the title list for 2026. If they think that bureaucracy can hide the problem, they are greatly mistaken. This concerns both the Ministry of Construction and the Bishkek city hall and the akimat. If the issue is not resolved, I will raise it at the presidential level,” emphasized Karybek uulu.
