Funding for "Kolomto" is provided from the local budget. The institution offers temporary shelter and free one-time meals, allocating 70 soms per person per day. Medical examinations are also conducted, which include fluorography and blood tests for HIV and the Wassermann reaction, as well as basic sanitary procedures — washing, wound treatment, and changing clothes.
"Kolomto" not only provides humanitarian clothing to the homeless but also assists elderly people in finding places in nursing homes. The center serves about 1,500 individuals in difficult life situations each year.
As of the end of 2024, social services were provided to 2,442 homeless individuals. Of these, 284 people restored their documents, 149 returned to their families, 74 were sent to hospitals, and 1,110 underwent outpatient treatment.
During the winter period, temporary shelters open in Bishkek, capable of accommodating up to 100 homeless individuals daily.
One of the key areas of work is the implementation of programs for the reintegration of homeless individuals into society. Plans include allocating land and designing an urban rehabilitation center for this category of citizens.
In the future, the construction and equipping of a rehabilitation center for 200 places is planned, which will provide social and rehabilitation services to people without a permanent place of residence.
