Kyrgyzstan has filed a lawsuit against Russia in the EAEU. Comment from the FOMS

The Mandatory Health Insurance Fund (MHIF) notes that the Kyrgyz Republic strictly adheres to its obligations within the framework of the Eurasian Economic Union (EAEU). Citizens of the Union member states who are on the territory of Kyrgyzstan have access to medical services through the mandatory health insurance system, as provided by the State Guarantees Program.

On January 27, at a meeting of the Jogorku Kenesh Committee on Labor, Health, Women's Affairs, and Social Policy, the head of the MHIF, Azamat Mukhanov, stated: "The Kyrgyz side has filed a lawsuit against the Russian side, which is not fulfilling the conditions outlined in the EAEU agreements. The mandatory health insurance policy must also be provided to the family members of citizens working in Russia, according to the agreement signed by five countries."

Today, January 28, the MHIF clarified that the appeal to the EAEU court was initiated at the direction of the Cabinet of Ministers of Kyrgyzstan and submitted through the Judicial Representation Center at the Ministry of Justice of the country.

This appeal concerns the clarification of the provisions of paragraphs 3 and 4 of Article 98 of the Treaty on the Eurasian Economic Union dated May 29, 2014, regarding access to social security, including mandatory health insurance for the family members of workers from the EAEU member states.

The issue of access to the mandatory health insurance system for the family members of Kyrgyz citizens working in other EAEU member countries is raised by the Kyrgyz side on various platforms, including the working bodies of the Union and intergovernmental commissions. The appeal to the EAEU court is part of the ongoing dialogue within the framework of the integration association.
