
The Bishkek city hall announced the start of collecting proposals for a draft resolution concerning the development of the annexed territories of the city.
As officials noted, on January 19, 2026, a draft resolution titled "On the Approval of the Action Plan for the Development of Territories Annexed to the City of Bishkek as Part of the Administrative-Territorial Reform for 2026-2030" was made public.
According to information provided by the city hall, on July 18, 2024, the KR Law "On Administrative-Territorial Units at the Level of Ayil Aymaks and Cities of the KR" (No. 128) was adopted, as a result of which 8 ayil aymaks encompassing 24 settlements were transferred to Bishkek. This led to an increase in the city's area from 12.9 thousand to 41 thousand hectares.
The city hall emphasized that the territory of Bishkek now includes 15,588.96 hectares of agricultural land and 87 social infrastructure facilities; however, the new territories still face a shortage of social facilities and suffer from the deterioration of institutions and a lack of development in transport and engineering networks, including water supply, electricity supply, and sewage systems.
To address these issues, a phased Action Plan for 2026–2030 has been developed, covering four districts of the city. It envisions the development of social, road, and engineering infrastructure with the involvement of funds from the republican and local budgets, as well as resources from municipal enterprises and off-budget sources.
The implementation of this Plan aims to create a balanced urban environment, improve the quality of life for citizens, and integrate the new territories into the overall socio-economic space of Bishkek.
