
The city hall has announced the opportunity for citizens to submit their proposals as part of a draft resolution concerning the development of new territories in Bishkek.
It should be noted that on January 19, 2026, a draft law titled "On the Approval of the Action Plan for the Development of Territories Annexed to the City of Bishkek as Part of the Administrative-Territorial Reform for 2026-2030" was published.
According to the city hall, in accordance with the Law of the Kyrgyz Republic "On Administrative-Territorial Units at the Level of Ayil Aymaks and Cities of the KR," adopted on July 18, 2024, under number 128, Bishkek was transferred 8 ayil aymaks, which include 24 settlements. This increased the area of the city from 12.9 thousand to 41 thousand hectares.
"Bishkek received 15,588.96 hectares of agricultural land and 87 social infrastructure facilities. However, the new territories face a shortage of social facilities, outdated institutions, as well as poorly developed roads and engineering networks, including water, electricity, and sewage systems," the municipality noted.
To gradually address these issues, an Action Plan for 2026–2030 has been developed, covering four districts of the city. This plan includes the development of social, road, and engineering infrastructure, funded by the republican and local budgets, as well as through municipal enterprises and off-budget sources.
The implementation of this Plan aims to ensure balanced development of the urban environment, improve the quality of life for citizens, and integrate the new territories into the overall socio-economic space of the capital.
