Akyilbek Tumonbaev, a deputy of the Jogorku Kenesh, has put forward an initiative to introduce a child benefit that will be available to all families, not just those in need of support. The relevant draft law has already been published on the parliament's website for public discussion.
The new benefit, titled "Assistance to Residents of High Mountain Areas," will be paid for the third and subsequent children until they reach the age of three.
The main goal of this proposal is to eliminate inequality between families living in high-altitude areas.
According to Tumonbaev, currently, benefits are only received by families where the third child was born starting from January 1, 2026. Families with a third or subsequent child born earlier, and who have not yet reached the age of three at the time the law comes into effect, remain without support.
In addition, the deputy proposed to expand the "Home Assistance" program to cover not only needy families with children up to 16 years old but also all families with children up to 12 years old. Moreover, heroic mothers will receive an additional benefit of 5,000 soms.
