The deputy reminded that since the beginning of January this year, a new monthly benefit "Komok for residents of high mountainous areas" has come into effect, which is provided for the third and subsequent children up to three years old.
However, in Tumonbaev's opinion, the existing provision creates unequal conditions for families living in the same high-altitude areas. He pointed out that the benefit is only received by those families whose third child was born on or after January 1, 2026, while families whose children were born earlier remain unsupported.
As part of his initiative, the deputy proposes that the "Uj-bologo komok" benefit be granted not only to needy families with children up to 16 years old but also to all families with children up to 12 years old. Currently, the amount of this benefit is 1,200 soms, with an additional coefficient applied in high-altitude areas. - Note from Kaktus.media.
It is also proposed to introduce provisions under which the benefit will be provided regardless of:
- the family's income level;
- the social and property status of the parents;
- the child's place of residence;
- the order of birth;
- the presence of other types of state benefits.
The amount and procedure for granting the benefit will be determined by the cabinet of ministers, and funding will be provided from the republican budget.When calculating the total income of the family, assets such as household appliances, vehicles, and agricultural animals are not taken into account, except in cases where they are a source of income.
In addition, Tumonbaev proposes to increase the monthly social benefit for heroic mothers by 5,000 soms. This benefit is provided to heroic mothers who are not entitled to a pension after reaching the age of 55. - Note from Kaktus.media.
If the proposal for the additional payment is accepted, it will require the allocation of 1.8 billion soms from the budget.
