A procedure for implementing the 'Bala Bereke' program has been adopted in Kyrgyzstan, as reported by the Ministry of Justice.
This support measure will be provided as a one-time payment to mothers of multiple children living in high-altitude and hard-to-reach areas of the country.
Starting from January 1, 2026, mothers (citizens of the Kyrgyz Republic and qayrylmans) who give birth to their fourth and subsequent children will begin receiving payments. The allowance will be paid after the child reaches one year of age.
The amounts of payments under the 'Bala Bereke' program are as follows:
- 100,000 soms for the 4th child;
- 600,000 for the 5th;
- 800,000 for the 6th;
- 1 million for the 7th;
- 1.2 million for the 8th;
- 1.5 million for the 9th;
- 2 million for the 10th and subsequent children.
To receive the allowance, the following conditions must be met:
Residence: the mother must have lived in a high-altitude or hard-to-reach area for at least two years at the time of application.
Deadlines: the application must be submitted within six months after the child turns one year old.
Priority: previous children are taken into account, including those who did not survive to one year (if a birth certificate is available).
The 'Bala Bereke' payment will not be granted in the following cases:
- if the applicant provides false documents;
- if the children are under full state care;
- in the absence of supporting documents for permanent residence in high-altitude or remote areas;
- if the mother is not a citizen of the Kyrgyz Republic, except for qayrylmans;
- if the child(ren) died before reaching one year of age;
- if registered citizens do not actually reside in high-altitude and hard-to-reach areas;
- if the mother is deprived of or limited in parental rights, declared missing or incapacitated, is in medical institutions, or is serving a sentence;
- if the mother works on a rotational basis or is a seasonal worker and does not reside permanently in high-altitude areas.
Applications can be submitted electronically through the 'Tunduk' system or in person at the territorial department of the Ministry of Labor, Social Security, and Migration at the place of residence.
A decision on the appointment of payments will be made within five working days. After a positive decision, the money will be transferred to the applicant's bank account in cashless form within two working days.
Funding for this program will be provided from the republican budget. In the event of the mother's death before the child reaches one year of age, a state children's deposit will be opened in the child's name.
