Residents of Karakol Attended the Deputies' Session Due to 550 Land Plots — What Was Decided

At the XVI session of the Karakol City Council, the issue of the "Regulations on the Procedure for the Exchange of Municipal Properties" was discussed, which became central among the seven agenda items.

Landowners from a new residential area located at the intersection of Kuchukov and Karasaev streets attended the meeting. A representative of the owners reported that there are about 550 plots in this area, allocated to residents ranging from 4.5 hundredths to 2 hectares. Despite having "Red Books" (state acts), these lands are designated for agricultural use. The owners have been trying to carry out the procedure for transforming the plots for several years.

In recent years, due to the expansion of the airport, owners were offered plots in other locations. "We were told that the land is needed for the airport and were offered new plots in the lower part of the city — in the Kuzbassky and Mamanchy areas. We agreed, but the process is dragging on. The deputies supported our initiative, but the matter is constantly postponed due to legal discrepancies. We were forced to turn to law enforcement agencies," said Aibek Oskoev.

During the session, it was noted that in order to start the land exchange process, it is necessary to first approve the regulations on the procedure for exchanging municipal property. The deputies pointed out that the draft document combines different types of property, which requires further refinement. As a result, it was decided to postpone the discussion of this issue until the next session and conduct a joint analysis with the relevant services.

Residents who attended the meeting expressed dissatisfaction with the prolonged process, noting that they have been appealing to various mayors for several years to resolve the issue and urgently requested to expedite its consideration.

After heated debates, the issue was postponed to the next session.



At the end of June 2025, residents requested the transformation of agricultural land plots into plots for individual housing construction.

At a press conference held by AKIpress-Issyk-Kul, residents stated that these plots were allocated by the Oktyabrsky Ayil Okmotu of the Ak-Suu District in 2012. At that time, it was reported that hundreds of families had state acts for the land — "red books." However, the lack of transformation deprives them of the opportunity to build their homes.
