These changes aim to significantly revise the norms concerning the conditions of detention for convicts, the organization of their labor, the rules for transferring between different regimes, the powers of penitentiary authorities, and staffing aspects for law enforcement personnel.
The following amendments are proposed to the Criminal Executive Code:
- reduction of the time required for transferring convicts to lighter conditions from 15 to 10 years;
- increased allowable time for participation in paid and unpaid work;
- recognition of the work of members of voluntary councils of convicts as paid;
- stricter conditions of detention for those convicted of terrorism and extremism, excluding the possibility of transfer to a lighter regime;
- clarification of the rules for transferring from special regime institutions;
- significant increase in the norms regarding permitted phone calls, visits, and parcels in various detention regimes.
Amendments concerning the penitentiary system will include:
- official establishment of the duty of guarding correctional institutions;
- renaming of units responsible for guarding and escorting, as well as simplifying the wording regarding the departmental structure.
Proposed changes to the law on law enforcement service include:
- abolition of competitive selection for recruitment in certain cases;
- introduction of a new norm for the promotion of employees based on the recommendations of their superiors;
- clarification of grounds for dismissal, including cases where close relatives of the employee have been convicted of serious crimes or have connections with organized criminal structures.
