The Ministry of Construction proposes to transfer the approval of the PDP for Bishkek and Osh to the Cabinet instead of the city councils.

The Ministry of Construction, Architecture, and Housing and Communal Services has announced its intention to transfer the approval of detailed planning projects and land use regulations for Bishkek and Osh to the Cabinet of Ministers. The corresponding draft law has been published for public discussion.

In the ministry, it was emphasized that urban planning documentation consists of a set of documents regulating the development and construction of territories at all levels, from national to local. These documents include general settlement schemes, district planning projects, and master plans for settlements, as well as functional zone plans and detailed planning projects. Each subsequent level details the decisions made at the previous one.

The master plan of the city is the main urban planning document that covers a period of 15 to 25 years. It defines the directions and boundaries of development, functional zoning, transport schemes, engineering networks, as well as issues of landscaping, protection against natural and technological risks, and the preservation of historical and cultural heritage. Detailed planning clarifies the master plan by establishing boundaries for construction, lines of urban planning regulation, as well as social and cultural infrastructure, transport, and engineering communications. It also includes recommendations for the preservation of historical and cultural monuments.

The land use and construction rules enshrined in the Land Code serve as the regulatory basis for the implementation of master plans and detailed planning projects. They regulate the use of land plots and changes in construction.

“Transferring the authority to approve detailed planning projects and land use regulations to the Cabinet of Ministers will enhance the quality of urban planning, take into account long-term state priorities, and ensure the connection of these documents with the master plans of Bishkek and Osh. Moreover, the proposed changes will create legal prerequisites for improving coordination between state and local authorities, increasing the transparency of urban planning processes, as well as reducing the risks of unbalanced construction and irrational use of land resources,” the explanatory note states.
