A new procedure for strengthening the protection of historical and cultural heritage has been approved in Kyrgyzstan

According to the law adopted on July 31, 2025, under number 175 "On Amendments to the Law on the Protection and Use of Historical and Cultural Heritage," a list of territories with high potential for the discovery of historical and cultural heritage objects has been approved.

The Ministry of Culture reports that this list establishes the procedure for conducting archaeological surveys on various land plots and is aimed at protecting the cultural heritage of the country.

The following categories of land plots are highlighted in this list:

– On agricultural lands, it is mandatory to obtain a conclusion on the archaeological survey agreed upon with the authorized body in the field of culture.

– On lands of populated areas, the conclusion on the archaeological survey must also be agreed upon.

– Conducting archaeological research is mandatory on all plots located in the protection zones of historical and cultural heritage objects, regardless of their ownership and planned use.

– For populated areas where the master plan has not been developed or has not been agreed upon with the authorized cultural body, an archaeological survey is mandatory.

– On lands related to industry, transport, communications, energy, and other sectors, the presence of an agreed conclusion on the archaeological survey is also mandatory.

– In specially protected natural and historical-cultural zones, obtaining the corresponding conclusion on the archaeological survey is required.

– On plots of the state forest fund, water fund, and reserve lands, the agreement on the archaeological survey is also necessary.

– In quarries, if there is no agreed conclusion, obtaining it is mandatory.

– When repairing, reconstructing, and expanding roads, obtaining the corresponding conclusion on the archaeological survey is required, except for plots located in populated areas.

– Any economic or construction activities that may significantly alter the landscape require mandatory agreement on the archaeological survey.

– On pastures, it is also necessary to obtain an agreed conclusion on the archaeological survey.

– On lands transferred under the land amnesty, obtaining agreement on the archaeological survey is mandatory.

These requirements are aimed at protecting the historical and cultural values of Kyrgyzstan and preventing possible damage during the planning and implementation of construction and economic activities.
