From the 2000s to Today: Where Laws Are Most Often Violated in Kyrgyzstan

In Kyrgyzstan, a decrease in the number of offenders has been recorded in 2024.

This is reported in the data from the National Statistical Committee of the KR based on information from the Ministry of Internal Affairs of the KR.

According to the agency, in 2024, 20,267 individuals who committed crimes were registered in Kyrgyzstan, which is lower than the figures for 2022 and 2023. After a sharp increase in 2019–2021, the statistics show a gradual stabilization.

The maximum value over the last 25 years was recorded in 2021 — 24,959 people. The minimum figure was in 2010 — 14,627 people.

Trends in Recent Years

From 2000 to 2010, there was a steady decline in the number of offenders in the country — from 23,359 to 14,627 people. In the following years, the figure remained within 15,000 to 17,000.

Gender Structure

Men still make up the majority of offenders. In 2024:


Women account for about 14% of the total. The highest number of women was recorded in 2020 — 4,265 people.

Regional Picture

The highest number of offenders is traditionally found in the capital. In 2024, 5,617 people were registered in Bishkek.

The lowest figures are maintained in Naryn Region — 606 people.

Overall Trend

Despite the increase in 2019–2021, the trend of decreasing the number of individuals who committed crimes continues in Kyrgyzstan in 2024. At the same time, the figures remain above the level of the mid-2010s, which is partly related to changes in accounting methodology.

Experts note that key factors include urbanization, migration processes, and the socio-economic situation in the regions.
