According to the initiator, homeowners' associations (HOAs) have lost potential income that could have been used for building maintenance.



At a recent meeting of the committee of the Jogorku Kenesh, which deals with issues of science, education, and culture, deputies discussed a draft law amending the Law "On Advertising."


Deputy Dastan Bekeshev, who put forward the initiative, proposed to allow HOAs to install LED screens on the facades of high-rise buildings in the residential areas of the capital.


He reminded that in 2024, the Bishkek City Council adopted a design code that allows the installation of LED screens only in shopping centers, while such permission is prohibited for all other facilities.


Bekeshev emphasized that previously HOAs could earn income from advertising placed on the roofs and facades of buildings, but now this is completely banned.


“They refer to architectural norms and safety requirements, but shopping centers are allowed to do this. Why is there no similar permission for commercial objects other than shopping centers? On major roads, restrictions may be justified, but why does this rule apply to the entire territory — it is unclear,” the deputy expressed his opinion.


He added that HOAs often seek financial support, but he has no ability to help them.


The vice-mayor of the capital, Azamat Kadyrov, noted that when developing the design code for major roads, the city administration aimed to improve the external appearance of the city. He emphasized that if advertising placement is not coordinated with local authorities, it will lead to chaotic installations and a deterioration in the appearance of the capital.


“We are against the installation of LED screens on major streets. However, regarding internal streets that do not lead to central highways, we are ready to consider such proposals,” the vice-mayor reported.


Kadyrov added that shopping centers can install screens, as they are initially designed as commercial objects.


“Most residential buildings of HOAs were built in Soviet times, and it is important to consider their technical condition. Will the structures withstand the additional load? If all factors are not taken into account and installation is allowed everywhere, it will lead to disorder,” he explained.


During the discussion, most committee members expressed opposition to the draft law.


As a result, the draft law was not approved by the committee.
