Bekeshev proposed to bring back LED screens on buildings so that homeowners' associations could earn from advertising.

During the meeting held on March 2, the committee of the Jogorku Kenesh on science, education, and other important areas reviewed a bill proposed by deputy Dastan Bekeshev. He initiated a proposal to allow the installation of LED screens on multi-story buildings.

Bekeshev reminded that previously the president imposed a ban on the placement of advertising screens in Bishkek. He believes this decision is justified, emphasizing the need for the city to transition to modern advertising formats. However, the deputy expressed dissatisfaction that the city hall and the Bishkek City Council, without understanding the issue, limited the installation of LED screens only to large shopping centers.

Consequently, Bekeshev proposes to allow homeowners' associations (HOAs) to install such screens on buildings that are not located along major highways. He is confident that this will help HOAs generate additional income that can be used to improve the surrounding area and repair buildings.

“According to the Constitution, a ban on economic activity can only be introduced through law, not by resolutions of local self-government bodies,” Bekeshev noted, pointing to the need to support HOAs that are currently forced to seek state funding for repairs.

Some deputies expressed concerns that this could lead to disorder in the capital, while others emphasized the importance of supporting entrepreneurs.

Chairwoman Toktobubu Ashimbaeva pointed out the presence of serious contradictions in the bill and noted that resolving them in the second reading could completely change the concept. As a result, the committee refused to support the proposed amendments to the advertising law.
