
The state institution "Unaa" assured that it would be able to prepare for registration within the established deadlines.
In the second reading, the draft law concerning amendments to legislative acts related to road safety was discussed in the Jogorku Kenesh.
During the discussion, Deputy Dastan Bekeshev expressed doubts that the six months allocated for the registration of mopeds and motorcycles after the law comes into force would be sufficient.
Deputy Director of the state institution "Unaa" Tolubai Jakishev reported that currently mopeds and motorcycles are not registered. He added that after the law is adopted, subordinate legislation will be developed to initiate the registration process.
Deputy Bekeshev noted that registering over 100,000 mopeds in such a short time seems to be an extremely challenging task and suggested considering the possibility of their legalization.
Tolubai Jakishev agreed with this viewpoint, pointing out that most mopeds lack documentation, as they were imported without registration or have forged documents.
"Perhaps we should think about legalization," the official added.
Bekeshev also reminded that he had previously proposed adding a provision for the legalization of mopeds to the draft law, but his proposal was not supported. He noted that otherwise, many workers in the delivery sector could find themselves without jobs.
"In six months, they will still come to us with complaints. Maybe we should return the draft law to the committee and not rush its adoption. I support the requirement for a category A1 driver's license, but time is needed for driver training, and six months may not be enough," the deputy said.
Nevertheless, Tolubai Jakishev assured that they would manage to prepare everything within the specified deadlines.
After discussions, the draft law was adopted in the second reading.
