The State Duma approved the bill to reduce the time for considering citizens' appeals

At the meeting of the Jogorku Kenesh, a draft law concerning the reduction of processing times for citizens' appeals was approved. This decision was the result of an initiative by parliament members.

As the speaker Baktyyar Kalpaev reported, in the context of digitalization, when many processes have been moved online, it is necessary to reduce the review period for appeals from 14 to 10 working days.

In response to questions from deputies about the government's position, Kalpaev noted that the cabinet of ministers expressed a negative opinion on this draft law.

Deputy Attorney General Zalkarbek Ak Nazarov also confirmed that the General Prosecutor's Office shares a similar position. "Each government agency has its own specifics. We believe that 10 days is insufficient for preparing a comprehensive response," he added.

Kalpaev emphasized that implementing innovations is always challenging, but the goal is to reduce bureaucracy and assist citizens. "Knowing that they have 14 days to respond, employees often postpone appeals until the last moment, leading to their accumulation," he concluded.

In turn, deputy Bolot Ibragimov urged his colleagues to support the draft law.

"If government agencies continue to provide boilerplate responses, then the deadlines will not change the situation. In my 15 years of appeals to government agencies, only 2-3% of the responses have been satisfactory," he noted.

Ak Nazarov, representing the General Prosecutor's Office, spoke against the initiative, but Ibragimov added that he had previously ignored appeals regarding the protection of children's and national interests. "He did not respond to our requests for a year, and now we see that we were right. I ask you to support the draft law," said the deputy.

As a result of the voting, the elected representatives approved the draft law in the first reading.
