
The situation is complicated by assumptions that under the previous mayor, the distribution of nearly 100 apartments may have occurred without adhering to legal norms and in violation of municipal mortgage rules, resulting in housing being transferred free of charge, causing losses to the company.
The issue intensified after complaints from citizens whose homes were demolished. They claim that 66 families were allocated apartments in new buildings constructed by the MMC, but the process of this allocation was accompanied by violations: there were no official agreements or independent assessments of the lost housing. Additionally, residents were given only two to three days to move.
The vice-mayor of Osh, Shumkarbek Paiziev, explained that the current regulations of the MMC do not allow for free transfer of housing for either resettlers or any other citizens. This legal inconsistency complicates the process of formalizing new apartments for resettlers.
Residents gathered at the mayor's office, demanding that the transfer of apartments be formalized on the terms of equivalent exchange without additional payments. In response, the MMC proposed to arrange the additional payment in installments over a period of up to 10 years, with the cost per square meter set at $950.
Social media discussions suggested that decisions made under the leadership of former mayor Jenishbek Toktorbaev could be the cause of the current problems. Many believe that he may have distributed around 100 apartments without following the necessary procedures.
Although there have been no official confirmations of this information, it is known that previously apartments from the mayor's office were given to graduates of the Shchepkina Theater School, large families, and parents of triplets.

The municipal mortgage company of Osh is a unique organization for Kyrgyzstan, with no analogs at the local level in other regions. It was founded in 2018 and began its activities by distributing housing built for victims of the June events of 2010. Today, the MMC has significantly expanded its functions, including preferential mortgage programs and shared construction projects.
According to the official website of the MMC, there are over 1,000 people in line for housing, some of whom have been waiting for their apartments for more than six years.
The editorial team of 24.kg reached out for comments from the Osh mayor's office and the MMC. The mayor's office stated that information would be available later, while the MMC's management declined to comment at the time of publication.
As of the end of 2024, the MMC put into operation 170 apartments. In 2025, the construction of 14 facilities is planned, of which 3 will be under mortgage programs and 11 within the framework of shared participation. Contracts have been signed for 1,052 apartments, and plans for 2025-2027 include the commissioning of another 3,018 apartments.
