First, a narrow-format meeting took place, after which a plenary session began, opened by the President of Kyrgyzstan Sadyr Japarov, who welcomed the participants.
During this meeting, the presidents discussed a wide range of issues and exchanged views on the most important aspects of security at both regional and global levels.
The head of Kyrgyzstan noted that mutual understanding had been reached on all discussed issues and spoke about the exercises and events conducted this year.
Japarov added that the planned CSTO events for 2025 had been successfully completed. The results of the work were summarized at today's meeting, and priority areas for the CSTO's activities in the coming year were established.
According to him, in accordance with the established procedure, the chairmanship of the CSTO is transferred to Russia, after which he gave the floor to Vladimir Putin.
Speaking about the future chairmanship, Putin emphasized that it would proceed under the slogan: "Collective Security in a Multipolar World. A Common Goal - Shared Responsibility".
He also added that Russia will strive to maintain continuity in the main areas of cooperation within the CSTO and strengthen interaction among member states based on the principles of true alliance, respect for each other's interests, and mutual assistance.
According to the president, over the past ten years, the CSTO has become an authoritative structure that reliably ensures security and stability in Eurasia, protecting the sovereignty and territorial integrity of its members.
Given the current geopolitical situation, Putin highlighted the need to promote the collective interests of CSTO countries on the international stage. In this regard, he proposed to organize an international forum in Moscow in 2026, dedicated to the issues of creating equal and indivisible security in Eurasia with the participation of representatives from friendly countries.
Russia intends to actively work with allies to strengthen the military potential of the CSTO, focusing efforts on enhancing the combat readiness of national contingents and improving the management of collective forces," noted Putin.
The president also announced the launch of a program to equip collective forces with modern samples of domestic weapons tested in combat.“We plan to conduct a series of joint activities for the training of military units and special service divisions, paying special attention to the development of air forces and air defense systems,” he added.
Additionally, Putin pointed out the need to improve the mechanisms for deploying peacekeeping forces and emphasized technological leadership in the military sphere among CSTO states, as well as cooperation in the defense industry.
An important direction will also be the use of the latest achievements in military medicine, as well as cooperation in sanitary-epidemiological safety and response to outbreaks of dangerous diseases.
Furthermore, Russia plans to develop a new anti-terrorist strategy for the CSTO and actively counter extremism by identifying and suppressing international terrorist groups and their cells.
Putin also highlighted information security as one of the main tasks, noting the need to protect the youth environment from radical ideas and strengthen the common information space.
Russia intends to continue the fight against drug trafficking, conducting the anti-drug operation "Channel" with the participation of interested international partners.
As one of the promising tasks, Putin proposed to create an association of analytical centers of CSTO countries to enhance the information and analytical potential of the association.
He congratulated Taalatbek Masadykov on his appointment as the Secretary General of the CSTO and also announced that the next summit will take place in Moscow on November 11, 2026.
The meeting concluded with the signing of a number of documents.
