Kyrgyz. Born in the city of Naryn, Naryn region. Graduated from KSMI (1970), postgraduate studies at KSU (1973), doctoral studies at the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (1990).

Worked as a teacher, senior teacher at KSU, associate professor at KSMI, lecturer at the Central Committee of the Communist Party of Kyrgyzstan, head of the Political Education House, deputy head of the ideological department of the Central Committee, rector of the Institute of Political Science and Social Management of the Central Committee of the Communist Party of Kyrgyzstan, head of the department at the Institute of Management of the Cabinet of Ministers of the Republic of Kyrgyzstan, head of the department of PIRIYAL, BGU, since 1993 - professor at KRSU.

Specialist in the field of philosophy and religious studies. Published more than 120 scientific works, including 4 monographs.
