Graduated from KGU, LGU (1978), postgraduate studies at the Institute of History of the USSR Academy of Sciences (Moscow, 1985), doctoral studies at KGPU (1997), Faculty of Law at KGNU (1996), military college of the George Marshall Center (Germany, 2001).

Worked as a lecturer at Karaganda MI, archivist, senior archaeographer, head of the department at the State Archive of the KR, junior researcher at the Institute of History of the Kyrgyz SSR, lecturer at KGMI, senior lecturer at the Higher School of the Ministry of Internal Affairs, rector of KGPI named after I. Arabayev, senior researcher at KGPU, director of the department of the Special enterprise "Kyrgyz Investment and Financial Corporation," professor at KRSU, and since 2000 - deputy of the ZS JK of the KR. Specialist in the field of history, political science, and law.

Published more than 250 scientific works, including 12 books, textbooks, and brochures.

Under his supervision, 2 candidate dissertations have been defended.
