Kyrgyz. Born in Frunze. Graduated from the Moscow State Pedagogical Institute named after V.I. Lenin (Moscow, 1980), postgraduate studies at KSU (1985), doctoral studies at KazGU (Almaty, 1996).
Worked as a teacher, senior teacher, associate professor at KSU and KGPU, professor at the Department of Higher Education at KGNU, and since 2000, has been the director of the Institute for Advanced Training and Retraining at the I. Arabayev Kyrgyz State Pedagogical University.
Specialist in the field of general pedagogy. Academician of the Academy of Pedagogical and Social Sciences of the Russian Federation (2000). Published over 50 scientific works, including 3 monographs and 2 textbooks.
