Appointment of Arslan Koichiev as State Secretary
Marat Imankulov, who had been acting as State Secretary since May 2025, was relieved of his duties and will now serve as an advisor to the President of the Kyrgyz Republic.
Arslan Koichiev, born on September 29, 1965, graduated from the Faculty of History of the Kyrgyz National University and the School of Oriental and African Studies at the University of London. He holds a PhD in History.
From 1994 to 1996, he worked as a correspondent for the Bishkek service of Radio Free Europe, and then until 2010, he served as a producer for the BBC's Kyrgyz service while living in London. Koichiev is also known as a writer and author of historical works.
After that, he became an advisor to the president and in June 2022 was appointed Deputy Secretary General of the Organization of Turkic States from Kyrgyzstan. He also received the status of Special Representative of the President for the preparation of the Issyk-Kul International Forum.
Changes among Presidential Representatives in the Regions
Amanakan Kenjebayev has been confirmed as the Presidential Representative in the Osh region, replacing Elchibek Jantayev, who will now head the State Agency for State Service and Local Self-Government.
Amanakan Kenjebayev was born on August 24, 1967. In his career, he has worked in agriculture, headed the Sokuluk district, and served as a deputy in the Jogorku Kenesh of the VII convocation and as chairman of the parliamentary committee on agrarian policy, water resources, and ecology. He is actively involved in issues related to land relations and regional development.
Azmat Osmonov has secured the position of Presidential Representative in the Chui region.
Kanat Jumagaziev was relieved of this position, which he held since 2023.
Azmat Osmonov was born on September 6, 1985. Previously, he worked as the head of the department for monitoring the implementation of decisions of the president and the cabinet of ministers in the administration of the President of the Kyrgyz Republic.
Kanybek Dosmambetov appointed Acting Minister of Health
Erkin Checheybaev was relieved of his duties as Minister of Health.
He had headed the ministry since February 2025, but in May received a reprimand from the President of the Kyrgyz Republic for an unsuccessful situation at the Republican Diagnostic Center.
Kanybek Dosmambetov, born on January 20, 1979, graduated from the Kyrgyz State National University and has a legal education.
He began his career in law enforcement and has held various positions in national security structures, including Deputy Director of the Anti-Corruption Service of the State Committee for National Security (SCNS).
Over time, he continued to work in specialized units. In 2021, he was transferred to the SCNS as part of a rotation.
Rustam Mamasadykov appointed Secretary of the Security Council
He replaced Baktybek Bekbolotov in this position.
Prior to his appointment, Rustam Mamasadykov served as the First Deputy Chairman of the SCNS.
Personnel changes in the SCNS
Kurvanbek Avazov became the First Deputy Chairman of the SCNS. In 2020, he ran for the Jogorku Kenesh from the Reform Party, and since 2024 has held the position of Director of the Anti-Terrorism Center of the SCNS of the Kyrgyz Republic.
Daniel Rysaliev has been appointed Deputy Chairman of the SCNS and Director of the Coordination Center for Cybersecurity. Previously, he headed the SCNS department for the city of Osh and the Osh region.
Elizar Smanov took the position of Deputy Chairman of the SCNS and Director of the Anti-Terrorism Center. He previously worked in the SCNS department for the Talas region.
Eldar Jakypbekov has taken over the management of the state national security department for Bishkek. He previously held a leadership position in the SCNS of the Chui region.
The previous head of the capital's SCNS Salmoor Jumabekov will now work in the city of Osh and the Osh region.
Tynchtyk Subankulov has become the head of the SCNS department for the Jalal-Abad region, having previously served as the First Deputy Head of this department. His appointment is related to Kanybek Dosmambetov moving to another position.
Azmat Apsatarov appointed head of the department for monitoring the implementation of decisions of the president and the cabinet of ministers in the administration of the head of state.
Before this, he worked as an assistant to the president.
Mirlanbek Kazybay uulu becomes Deputy Mayor of Osh
Previously, he headed the municipal property management department of the mayor's office and worked in various structures of the city administration, including positions as a chief specialist, internal auditor, and head of the urban planning and municipal property department.
As Deputy Mayor, he will oversee issues related to property matters and the development of urban infrastructure.
Appointment of Nazira Aaly kyzy as President of the National Academy "Manas"
Nazira Aaly kyzy has been appointed to this position, replacing Aziz Biymyrza uulu, who resigned to run for the Jogorku Kenesh. He had headed the academy since November 2024.
