Joomart Abdyldaevich was born on November 7, 1947, in the village of Sary-Talaa, located in the Ala-Buka district, in a family of civil servants.
He completed his studies at the Faculty of Philology of the Osh State Pedagogical Institute in 1972. Immediately after that, from 1972 to 1973, he worked as a teacher of Russian language and literature at the V. I. Lenin boarding school in the village of Shekaftar in the Chatkal district.
From 1973 to 1978, Akparaliev held the positions of instructor and secretary of the Osh Regional Committee of the Komsomol.
From 1978 to 1983, he taught at the Faculty of Philology of his alma mater.
In 1983, he defended his dissertation in Moscow, which allowed him to obtain the degree of Candidate of Pedagogical Sciences, as well as the titles of Associate Professor and Professor.
From 1983 to 1991, he headed the department and was the dean of the Faculty of Philology at the Osh State Pedagogical Institute.
From 1991 to 1998, he served as the first vice-rector of Osh State University.
Then, from 1998 to 2006, Akparaliev was the deputy head of the Department of Certification and Licensing in the Ministry of Education and Science of the Kyrgyz Republic.
From 2007 to 2010, he headed the Humanitarian Institute at Osh Technological University.
Later, from 2010 to 2012, he worked as the head of the Department of Innovative Technologies in the Ministry of Education.
From 2012 until the end of his life, he held the position of dean of the Faculty of World Languages at Kyrgyz National University and then became the head of the Department of Russian Language at this faculty.
Joomart Akparaliev was awarded the title of "Excellence in Education" and received several state awards and medals. He also served as a deputy of the city council several times.
Together with his wife, he raised three children.
