The Cabinet of Ministers, led by Adylbek Kasymaliev, has adopted a new resolution concerning the charter of the I. Abdrayimov Kyrgyz Aviation Institute, which will come into effect on February 18, 2026.

As part of this resolution, funding for vocational education at the institute is also provided in accordance with budgetary financing norms per student. The State Agency for Civil Aviation has been tasked with developing relevant standard norms for students.

Charter of the I. Abdrayimov Kyrgyz Aviation Institute

1. General Provisions

1.1. The I. Abdrayimov Kyrgyz Aviation Institute (hereinafter referred to as the Aviation Institute) is a state educational organization that implements professional educational programs at various levels: higher, postgraduate, additional, vocational, and general education.

1.2. In its work, the Aviation Institute is guided by the Constitution of the Kyrgyz Republic, the Civil Code, the Air Code, the Law "On Education," decrees of the President, and resolutions of the Cabinet of Ministers, as well as other normative legal acts.

1.3. The Aviation Institute is the legal successor of the state educational institution "I. Abdrayimov Kyrgyz Aviation College" and is subordinate to the Cabinet of Ministers of the Kyrgyz Republic.

1.4. The overall management of the institute is carried out by the State Agency for Civil Aviation, which includes the Aviation Institute in its structure.

1.5. The Aviation Institute has the right to independently conduct the educational process, select personnel, and carry out scientific activities within the framework established by law and this Charter.

1.6. As an educational institution, the Aviation Institute has a seal featuring the State Emblem and a logo in the state languages, as well as an independent balance and bank accounts.

1.7. Official names of the Aviation Institute:

– in Kyrgyz: "И. Абдраимов атындагы Кыргыз авиациялык институту";

– in Russian: "Кыргызский авиационный институт имени И. Абдраимова".

1.8. Abbreviated names:

– in Kyrgyz: "Авиаинституту";

– in Russian: "Авиаинститут".

1.9. Legal address of the institute: 720009, Kyrgyz Republic, Bishkek city, 60 Akademik Lushchikhin Street.

2. Goals and Objectives of the Aviation Institute

2.1. The main goals of the Aviation Institute:

– to meet the needs of students in intellectual, cultural, and moral development through education;

– to fulfill the state order for training specialists for the country's civil aviation;

– to conduct scientific research and implement its results into practical activities;

– to enhance the qualifications and retrain specialists with higher education;

– to develop personality based on universal and national values.

2.2. The tasks of the Aviation Institute:

– to prepare and retrain specialists in the field of civil aviation considering modern requirements;

– to integrate aviation education and improve the quality of personnel training.

3. Functions and Rights of the Aviation Institute

3.1. The main functions of the Aviation Institute include:

– the implementation of educational programs of various levels;

– the preparation and retraining of specialists, as well as scientific personnel;

– the conduct of scientific research in the profile of training.

3.2. The Aviation Institute has the right to:

– establish its own educational standards;

– open bank accounts for the use of extrabudgetary funds;

– independently manage its property;

– receive state grants and set tariffs for paid educational services;

– conduct procurements and carry out educational activities without a license.

4. List of Educational Services and the Procedure for Their Provision

4.1. The Aviation Institute offers education at the following levels:

1) General secondary education;

2) Vocational secondary education;

3) Higher vocational education;

4) Postgraduate and additional professional education.

4.2. Education is provided in various forms, including full-time, part-time, evening, and distance learning.

4.3. Educational programs are implemented in accordance with independently developed standards.

5. Admission, Transfer, and Expulsion of Students

5.1. Admission to the institute is conducted on a competitive basis, taking into account the level of knowledge of applicants.

5.2. Students may be expelled by personal application, due to health conditions, or in case of disciplinary violations.

6. Management and Structure of the Aviation Institute

6.1. The management of the institute is carried out by a director appointed by the Cabinet of Ministers.

6.2. The Academic Council is the governing body that considers important issues of the institute.

7. Board of Trustees

7.1. The Board of Trustees is formed to assist in the development of the institute and to oversee the expenditure of funds.

8. Organization of the Educational Process

8.1. The educational process includes various types of classes provided for in the curriculum.

9. Rights and Responsibilities of Students

9.1. Students have the right to receive knowledge, participate in scientific activities, and defend their rights.

9.2. The responsibilities of students include compliance with the Charter and active participation in the life of the institute.

10. Scientific Activity

10.1. Scientific research is an important part of training specialists at the institute.

11. Financial and Economic Activity

11.1. The Aviation Institute conducts financial activities in accordance with the legislation and has the right to manage its property.

12. International Activity

12.1. The institute participates in international educational and scientific projects.

13. Accounting and Reporting

13.1. The institute maintains accounting records and submits reports to government bodies.

14. Reorganization and Liquidation

14.1. The reorganization and liquidation of the institute are carried out in accordance with the legislation.
