The Ministry of Health proposes to approve the regulation on the establishment of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva
This project aims to define the status, goals, objectives, functions, structure, and management of the new medical institution, which should contribute to increasing the accessibility and improving the quality of specialized medical care for women and children.
The establishment of the center is driven by the need to provide the population of the Jalal-Abad region and neighboring areas with more accessible and timely medical assistance. Currently, most of the specialized medical infrastructure is located in Bishkek and Osh, which increases waiting times for patients and creates additional pressure on republican medical institutions.
The main functions of the center will focus on providing high-quality medical, diagnostic, and preventive care in the fields of obstetrics and gynecology, neonatology, pediatrics, pediatric surgery, reproductive medicine, and cancer screening. It will also ensure a connection between primary medical care and inpatient treatment.
The opening of the center will reduce waiting times for medical assistance, enhance readiness to provide emergency care in complex cases for pregnant women, mothers, newborns, and children, and improve early diagnosis and prevention of diseases.
The center will also serve as a clinical base for scientific and methodological research in the field of maternal and child health, including training programs for medical workers. It is also planned to create a scientific center without legal entity status, as well as to form a scientific council and a local ethics committee.
The implementation of this project is expected to lead to improvements in medical and demographic indicators, including a reduction in maternal and child mortality, as stated in the project's justification.
The adoption of the resolution will not entail additional expenses from the state budget, as the center's funding will be carried out within the approved allocations of the health sector for the corresponding year.

Chapter 1. General Provisions
1. These Regulations define the procedure for the activities of the Alyima Tashieva Center for the Protection of Motherhood and Childhood under the Ministry of Health of the Kyrgyz Republic (hereinafter referred to as the Center). The Center is a state, research institution of the third level, providing specialized medical and sanitary assistance in the fields of obstetrics, gynecology, neonatology, pediatrics, and pediatric surgery using high-tech equipment and involving highly qualified specialists, as well as conducting medical and preventive activities and scientific research in the field of health protection for women and children.
2. The Center is a legal entity with financial and legal independence, separate property, an independent balance sheet and bank account, as well as a seal and stamp with its name in the state and official languages.
3. The Center has the right to engage in civil legal transactions, act as a plaintiff and defendant in court, and have rights and obligations in accordance with the legislation of the Kyrgyz Republic.
4. In its work, the Center is guided by the Constitution of the Kyrgyz Republic, laws on health care, science, decrees of the President, and resolutions of the Cabinet of Ministers, as well as these Regulations.
5. The founder of the Center is the Cabinet of Ministers of the Kyrgyz Republic.
6. The activities of the Center are subject to accreditation in accordance with the legislation of the Kyrgyz Republic in the field of health care and science.
7. The location of the Center: Kyrgyz Republic, Jalal-Abad region, Suzak district, village of Chokmor.
8. The official name of the Center:
- in the state language: "Кыргыз Республикасынын Саламаттык сактоо министрлигине караштуу Алийма Ташиева атындагы Эне жана баланы коргоо борбору";
- in the official language: "Alyima Tashieva Center for the Protection of Motherhood and Childhood under the Ministry of Health of the Kyrgyz Republic."
Abbreviated name:
- in the state language: "А. Ташиева атын. ЭжБКБ м-си";
- in the official language: "u-e «ЦОМиД им. А. Ташиевой».
9. The Center includes a branch without legal entity status, operating based on regulations approved by the Ministry of Health of the Kyrgyz Republic.
The Center is established for an indefinite period.
Chapter 2. Goals and Objectives of the Center
10. The main goal of the Center's activities is to provide accessible, quality, and safe medical and preventive assistance to the population and conduct scientific research within the Center's profile, which should contribute to the socio-economic development of the republic.
11. The objectives of the Center are:
1) to provide highly qualified assistance in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) to implement state policy in the field of health care aimed at reducing morbidity and mortality among mothers and children;
3) to provide scientific and practical assistance in creating an effective disease prevention system;
4) to introduce innovative methods in the diagnosis, treatment, and rehabilitation of women and children;
5) to coordinate scientific research in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
6) to conduct fundamental and applied research in the areas of the Center's activities;
7) to involve the private sector in scientific research;
8) to cooperate with public and private partners in creating and modernizing medical infrastructure;
9) to train highly qualified personnel in the field of medicine.
Chapter 3. Rights and Obligations of the Center
12. The Center has the right to:
1) engage in activities in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) participate in the implementation of state programs in the field of health care;
3) obtain necessary information about the health status of citizens seeking medical assistance;
4) issue documents such as death certificates and health status certificates;
5) form research groups to address specific tasks;
6) develop budgets within the health care budget;
7) procure medical equipment and consumables;
8) accept patients for treatment within the Center's profile, including funds received as humanitarian aid;
9) provide paid services and direct revenues towards the development of the Center;
10) enter into contracts with public and private organizations;
11) propose the creation of new divisions of the Center;
12) participate in the certification of medical workers;
13) provide methodological assistance to other institutions;
14) participate in scientific competitions and projects;
15) develop cooperation with other scientific organizations;
16) join associations and unions, including international ones;
17) publish scientific publications and hold conferences;
18) enhance the qualifications of scientific personnel;
19) participate in the defense of dissertation works;
20) receive income from scientific activities;
21) create a scientific and technical council;
22) engage in other activities in accordance with the legislation of the Kyrgyz Republic.
13. The Center is obliged to:
1) register in accordance with the legislation;
2) activate scientific activities in the interests of health care;
3) respect the rights and legal interests of participants in scientific activities;
4) create conditions for scientific research;
5) develop competitive technologies and services;
6) register the results of its activities;
7) submit proposals for improving state policy in the field of medicine;
8) strengthen ties with other institutions and organizations;
9) enhance the efficiency of the Center using modern technologies;
10) maintain and develop the scientific infrastructure;
11) seek funding sources within the framework of legislation;
12) ensure the targeted use of resources and property;
13) conduct scientific and informational work;
14) promote the popularity of science and its activities;
15) prepare analytical reports on the development of education and science at the request of the Ministry of Health and the Ministry of Science, Higher Education, and Innovations;
16) carry out other necessary activities for the Center's work;
17) conduct certification of scientific personnel every five years;
18) provide the population with quality and timely medical assistance;
19) be ready to work in emergency conditions;
20) comply with sanitary norms;
21) interact with other health services;
22) promote a healthy lifestyle;
23) cooperate with educational institutions on practical training issues;
24) comply with the order of treasury procedures;
25) maintain accounting in accordance with legislation;
26) use accounts for settlements under the state guarantee program;
28. The Center must provide complete reporting on its activities;
29. Financial resources must be used in accordance with the regulatory acts of the Kyrgyz Republic;
30. The Center carries out other activities in accordance with the legislation of the Kyrgyz Republic.
Chapter 4. Structure of the Center
14. The structure and staffing schedule of the Center are approved by the director in coordination with the Ministry of Health of the Kyrgyz Republic.
15. To ensure collegiality in decision-making, a scientific and technical council is formed.
Chapter 5. Management of the Center
16. The management of the Center is carried out by the director.
17. The director is appointed and dismissed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic upon the recommendation of the Minister of Health.
The director assumes office after signing an employment contract for a term of up to five years. One person cannot hold this position for more than two terms.
The Chairman of the Cabinet of Ministers has the right to appoint and dismiss the director without a recommendation.
The director may be removed from office on grounds provided for by labor legislation.
18. The director of the Center may be a person with higher education and a scientific degree, having at least 5 years of work experience in the scientific or organizational field and at least 5 years of experience in managerial positions.
19. The director must know:
1) regulatory acts in the field of health care and science;
2) methods of managing an organization;
3) documents related to the training of scientific personnel;
4) the basics of labor and financial legislation;
5) achievements in the field of science;
6) international experience in scientific research;
7) the concept of science and clinical work development for the medium term.
20. In the absence of the director, the deputy performs his duties.
21. The deputy is appointed by the director in coordination with the Ministry of Health of the Kyrgyz Republic.
22. The director ensures compliance with legislation, orders of the Ministry of Health, and internal rules of the Center's work;
2) manages the Center on the principles of sole leadership and is responsible for achieving the goals and objectives;
3) manages financial resources and is responsible for accounting and reporting;
4) is responsible for the preservation of the property and material values of the Center;
5) organizes and controls the activities of structural divisions;
6) carries out the hiring and dismissal of employees, determines their duties;
7) promotes the scientific creativity of employees;
8) is responsible for the protection of medical confidentiality and compliance with legislation;
9) performs other powers necessary for the Center's work.
Chapter 6. Scientific and Technical Council of the Center
23. The Scientific and Technical Council is an advisory body of the Center. Council members are elected for a term of 3 years at a general meeting of scientific staff and administrative personnel, upon the director's proposal. Council decisions are made if more than half of its members are present.
The council may include scientists not working at the Center, as well as representatives from the Ministry of Health and the Ministry of Science.
24. The Scientific and Technical Council has the right to make decisions if at least two-thirds of its members are present at the meeting.
25. The chairman of the council is the director of the Center.
Chapter 7. Sources of Funding for the Center
26. The sources of funding for the Center are:
1) funds from the republican budget;
2) funds from mandatory health insurance;
3) funds from the local budget;
4) voluntary contributions from legal and physical persons;
5) grants and loans from international organizations;
6) funds from the provision of paid services;
7) co-payment funds;
8) science fund of the authorized state body;
9) income from scientific research and other income-generating activities;
10) foreign and state investments.
11) other funds that do not contradict the legislation of the Kyrgyz Republic.
Unused funds are carried over to the next budget year as a balance at the beginning of the new year.
27. The Center may have property under operational management and lease.
28. The Ministry of Health and the Ministry of Science exercise control over the Center's activities.
Chapter 8. Final Provisions
29. The reorganization or liquidation of the Center is carried out by a decision of the Cabinet of Ministers of the Kyrgyz Republic.
30. The Center's documents are stored in accordance with the legislation of the Kyrgyz Republic.
