The Ministry of Education of the Kyrgyz Republic has initiated a discussion on a new draft regulatory act of the Cabinet of Ministers concerning the procedure for conducting competitions for the positions of heads of state and municipal educational organizations at all levels, including preschool, primary, basic, and secondary schools, as well as institutions of vocational and additional education.

This draft combines four current resolutions, creating a unified standard for appointing heads of educational institutions, and introduces a new digital platform for selecting candidates for these positions.

Currently, the process of appointing heads of kindergartens, schools, vocational schools, and additional education institutions is carried out based on four different resolutions. The new document will propose a unified procedure.

One of the main changes is the exclusion of interviews. Candidates will undergo computer testing twice a year, and their results will serve as the sole criterion for inclusion in the reserve of managerial personnel.

The entire procedure will be carried out through the automated information system "Mugalim," which is integrated with the inter-agency database "Tündük." Candidates will be able to submit electronic applications, and the system will automatically verify their documents, including proof of education, criminal record checks, and medical certificates.

Those who successfully pass the testing will gain access to the digital personnel reserve. In the event of a vacancy, information about it will be posted in the system, and the candidate with the highest score will be appointed to the position.

New leaders will have a probationary period of six months. Upon its completion, either a fixed-term employment contract for five years will be concluded, or the leader will be dismissed.

The ministry assures that the implementation of the new procedure will significantly reduce the risks of corruption and budget expenditures, as it will not be necessary to conduct in-person competitions, business trips, or maintain separate commissions for different levels of education.

Moreover, having a ready reserve will allow for the prompt filling of vacancies. The ministry also plans to organize online and offline professional development courses for reserve participants.

The draft resolution is open for public discussion and is planned to replace the existing provisions established in 2023, 2024, and 2025.

Appendix

1. General Provisions

1. These Regulations are developed in accordance with the Law of the Kyrgyz Republic "On Education" and other regulatory legal acts regulating the procedure for conducting competitions for vacant positions of heads of educational organizations, with the aim of ensuring a unified approach to organizing competitions and implementing modern digital technologies to enhance the transparency and efficiency of competitive procedures.

2. The competition is organized and conducted by the Department for Quality Education Development under the Ministry of Education of the Kyrgyz Republic.

3. The Ministry of Education controls the organization and conduct of the competition for vacant positions of heads of educational organizations.

The Ministry (hereinafter referred to as the authorized body) approves the procedure for conducting the competition, taking into account the specifics of the activities of the relevant educational organizations.

4. Coordination of the organization of the competition is carried out by the competition commission, the composition of which is determined by the decision of the authorized body.

5. The functions of the Commission include:

- approval of the schedule for conducting qualification testing;

- consideration of complaints and situations related to equal scores among several candidates;

- approval of the final winners of the competition based on the report provided by the Department.

6. The Commission includes:

1) the deputy head of the authorized body;

2) the head of the structural unit of the authorized body;

3) a representative of the Department;

4) a representative of the local education management body;

5) representatives of public associations in the field of education;

6) representatives of the pedagogical or parental community;

7) independent experts in the field of education.

8. The competition is held for all vacant positions in educational organizations of the corresponding level.

9. The competition procedure includes:

1) submission of an application in the AIS "Mugalim";

2) conducting testing;

3) announcing vacant positions;

4) appointment and dismissal of the head of the educational organization.

10. Citizens of the Kyrgyz Republic who meet the qualification requirements are allowed to participate in the competition.

11. Candidates who do not pass the probationary period may re-participate in the competition after a year.

12. The head of the educational organization is granted a probationary period of six months.

13. The powers of the head are terminated upon the expiration of the term or in the event of early dismissal for legally established reasons.

14. Candidates are responsible for the accuracy of the documents provided and for complying with the established procedure for participating in the competition.
