At a press conference, Deputy Minister Albert Makhmetkulov announced that licensing is now fully conducted in electronic format, and the processing time for applications has been reduced from 30 to 20 days.
The process of obtaining a license for private educational institutions is now automated: those wishing to open a school can use the portal https://license.edu.gov.kg/ to submit the necessary documents electronically, making licensing accessible online.
In addition, the requirements for coordinating the school charter with the ministry, as well as the need for preliminary licenses from the commission and council, have been abolished.
Conclusions on sanitary and fire safety issues from the Ministry of Emergency Situations and the Ministry of Health can now be obtained within 3 to 7 days, instead of the previous 30.
“With all the necessary documents that meet licensing requirements, the procedure for obtaining a license will become simpler and faster. Citizens can contact the territorial education authorities or the offices of the presidential representatives in the regions for consultations and assistance on this matter,” Makhmetkulov noted.
He also pointed out a number of problems that existed previously:
- Licensing took more than 4 months.
- There were difficulties in repurposing buildings and obtaining the necessary conclusions.
- Obtaining sanitary and fire permits took up to 30 days.
- Bureaucracy and frequent returns of documents were caused by a large volume of paperwork.
- A long time was spent on decision-making by the licensing commission and council.
- Preparing the paper license form required significant technical efforts.
