The main objective of this draft law is to improve the quality of training for medical specialists and to prevent cases of decreased professional training levels caused by the mismatch of foreign educational programs with the requirements of the state educational standards of the Kyrgyz Republic.
The proposed draft resolution includes changes to the rules for the transfer, expulsion, and reinstatement of students in the educational organizations of higher professional education in the country. In particular, in order to protect national interests, ensure legality, and strengthen international reputation, as well as in accordance with the protocol instruction of the President of the Kyrgyz Republic dated October 21, 2025, it is proposed to establish that foreign citizens can only study in medical universities starting from the first year.
This innovation excludes the possibility of transferring and recognizing partially completed educational programs obtained abroad, regardless of the provided academic certificates.
In recent years, there has been an increase in requests from foreign students studying abroad regarding transfers to higher years of medical programs in universities in Kyrgyzstan. Differences in educational programs and training conditions in foreign educational institutions, such as content, volume of study hours, and practical skills, create difficulties in ensuring a uniform level of professional training.
The draft resolution has already gone through the coordination procedure with various ministries and agencies, and during this procedure, no comments or suggestions were received.
