Deputy of the Bishkek City Council Proposes to Simplify the Procedure for Cutting Down Dead Trees in Bishkek

At a joint meeting of the factions "Emgek" and "Zhańy Kүch," Deputy Erkinbek Salymbekov raised the issue concerning the procedure for cutting down deadwood and the penalties for illegal tree felling.

Addressing representatives of "Bishkekzelenhoz," the deputy inquired about the fines for unauthorized logging. In response, a representative of the agency explained that the amount of the fine is determined based on the species of the tree and its diameter, using a special formula for calculation.

Salymbekov provided an example where a dead tree poses a threat to people's lives or their property. He noted that if someone decides to cut down such a tree on their own, they could face a fine of up to 30,000 soms, with that amount being applicable for a large diameter of the cut tree.

The deputy criticized the existing procedure for approving the cutting of deadwood, pointing out the excessive bureaucracy from "Bishkekzelenhoz," which directs applicants to environmental services instead of making decisions independently.

The agency representative clarified that they do not have the authority to cut down trees independently. After drawing up a report, "Bishkekzelenhoz" must contact the city environmental management for approval and can only obtain permission for felling afterward.

Salymbekov proposed to simplify the process for cases involving deadwood by suggesting the creation of a report and conducting video documentation without the need to contact the environmental management. He also noted that as early as last year, he had suggested that "Bishkekzelenhoz" take responsibility for this decision and approach the mayor to simplify the procedure.
