The government of Kyrgyzstan has announced a new mandatory transition to cashless payments, which will be implemented as part of the tax administration reform. This decision is enshrined in the relevant decree.

According to the new rules, all trading and service enterprises in cities are required to accept payments via bank cards and electronic wallets. To comply with this requirement, businesses will need to install POS terminals or connect to online payment systems.

“This initiative aims to increase the transparency of income and combat the shadow economy. All financial transactions must be recorded in electronic systems,” the explanation to the decree emphasizes.

However, an exception is provided for rural areas and hard-to-reach places where digital infrastructure is still underdeveloped. In these regions, cash transactions will remain permissible on a temporary basis.

The mandatory implementation of the new order will begin after the transition period, which will last several months, is completed. The tax service and the National Bank will be responsible for monitoring compliance with these rules.

According to the authorities, the transition to cashless payments will enable the government to more effectively track cash flows, which, they claim, will “bring the country closer to modern standards of tax control.”
