Kyrgyzstan and Afghanistan to exchange 'permits'

The countries intend to develop cooperation in the field of international cargo transportation


On December 18, 2025, in Kabul, the Deputy Minister of Transport and Communications of Kyrgyzstan, Almaz Turgunbaev, met with Abdul Haidari, the Deputy Minister of Transport and Civil Aviation of Afghanistan. The meeting discussed the prospects for transport cooperation.

Almaz Turgunbaev proposed that both sides exchange permit forms ("permits") for international cargo transportation for 2026, in the amount of 1,000 units. This proposal received support from the Afghan side.

The press service of the Ministry of Transport and Communications clarified that the Afghan side also proposed to conclude a bilateral transit agreement, to which the Kyrgyz side expressed its readiness to consider a draft of such a document.

“Kyrgyz representatives emphasized the importance of cargo transportation safety and expressed interest in developing transit routes through Afghanistan to Iran and Pakistan. As a result of the meeting, a decision was made to create a joint road transport commission, as well as the necessity of maintaining regular dialogue to strengthen relations between the two countries,” the statement said.
