Why Bishkek Residents Received Large Gas Bills and What Do New Meters Have to Do with It

Since the beginning of the new year, social media users in Bishkek have been actively discussing their gas bills, which have sharply increased. This has particularly affected residents with gas heating. It later became clear that due to a system failure in November, the meter readings were not accounted for, and after the system was corrected, subscribers received bills that shocked them.

Comparison of Consumption and Prices

One user asked, "How is it possible that such a high amount for gas came in December when the heating rate remained the same, and the month was even warmer than November? Last month I paid 8,000 soms," he wrote in his message.

His dissatisfaction was not the only one. Many people faced a similar situation and did not understand how this was possible: December was not colder than November, and bills usually remained at the same level.

Another user shared his story: "We were charged almost 900 cubic meters of gas for over 20,000 soms, while in reality, we only used 96 cubic meters. When I called 'Gazprom', I was advised to take a picture of the meter and contact them for recalculation."

On social media, users actively exchanged photos of their bills and discussed ways to resolve the issue.

The company "Gazprom Kyrgyzstan" issued an official statement confirming the information reported by users. The company explained that in October and November 2025, some gas meters with telemetry functions were unable to transmit data correctly. As a result, charges for that period were based on available information, which led to inflated amounts in the bills.

"At the end of December, all meters restored communication, and we were able to obtain the accumulated readings, including data for the period of failures. Therefore, in the December bills, some subscribers found the charges to be higher than expected, as they included actual consumption for almost two months," the company reported.

What is a Telemetry Meter?

The situation with high bills was related to the new telemetry meters, which, like their electric counterparts, were supposed to simplify the accounting process. However, it turns out that the systems still have their shortcomings.

"Since the beginning of 2022, the Bishkekgaz branch has been implementing a project to install new gas meters with thermal correction and telemetry. To date, more than 97,000 such devices have been installed. Previously, there were no issues with them, and each meter passed verification at the Center for Standardization and Metrology," representatives of Kaktus.media noted at "Gazprom Kyrgyzstan".

The meters function properly; however, the failure only affected the data transmission system to the servers.

"The problem has been resolved, and on the night of December 31 to January 1, all smart meters restored communication. In the future, gas charges will be accurate, as we have taken all necessary measures," the company assured.

So what makes these new measuring devices so attractive for implementation? Interestingly, they have their own features that may explain why it seems that gas consumption has increased.

The meters installed for subscribers are produced by the German company Zenner. "Gazprom Kyrgyzstan" emphasizes their high accuracy, reliability, and long service life, exceeding ten years. The first six years they operate on batteries, after which they need to be replaced.

These devices are equipped with telemetry and thermal correction systems. Telemetry allows for remote transmission of readings, while thermal correction ensures the normalization of gas consumption.

What does this mean? For example, in winter, when gas is compressed, the meter may record 1 cubic meter of gas, while the actual volume may be 1.1 cubic meters. Previously installed devices did not have thermal correction functions, which led to increased gas losses in cold weather.

The temperature to which the gas volume is adjusted is established by state standards — GOST 29339-63. "Gazprom Kyrgyzstan" conducts all calculations with suppliers based on gas volumes adjusted to standard conditions, which helps avoid losses.

What to Do Next?

Now that the situation with the charges has been clarified, another problem remains: the bills turned out to be significantly higher than expected, and not everyone was prepared for such expenses. However, payment will still be necessary.

"The company understands that the situation may have caused inconvenience for subscribers, so we are announcing a temporary promotion to waive penalties. For subscribers who experienced data transmission failures from gas meters in October-November 2025, no late fees will be charged. This decision was made due to the technical problems that affected the accurate calculation of gas charges," commented "Gazprom Kyrgyzstan".

It is important to note that the waiver of penalties applies only to debts that arose as of the end of December 2025. If the debt is not settled during the period from January to March, then from April 1, 2026, penalty charges will resume in the usual manner.
