
In the Lenin District Court of Bishkek, a verdict was delivered regarding the former head of the GNS, Altynbek Abduvaporov, and his deputy, Islambek Kydyrgychov. Both were found guilty of abusing their official powers; however, the court limited itself to imposing fines.
The process began as a result of searches conducted in December 2024 in several departments of the GNS. Shortly after that, the suspects were summoned for questioning at the GKNB, where they were detained. They spent time in a pre-trial detention center, and the duration of their arrest was repeatedly extended until January 2026.
The verdict was announced on December 25, 2025. Altynbek Abduvaporov must pay a fine of 400,000 soms, while Islambek Kydyrgychov is to pay 300,000 soms. Both are also deprived of the right to hold certain positions, ranks, and receive state awards. Until the verdict comes into effect, they remain under a travel ban.
The third defendant in the case, T.A.A., also received a fine. He was found guilty not only of abusing official powers but also of illegal trafficking in weapons and ammunition, with a fine amounting to 330,000 soms. The preventive measure for him remained unchanged.
It should be noted that in mid-2025, the head of the GKNB, Kamchybek Tashiev, reported that Altynbek Abduvaporov had assets amounting to about 55 million dollars. He raised questions about the origin of such wealth in the absence of official additional income. According to Tashiev, tax service employees had been giving bribes to the former head, ranging from 50,000 to 100,000 dollars. The media also reported that the actions of the accused GNS employees caused the state damage amounting to 3.2 billion soms.
Comparing the 55 million dollars with the imposed fine of 400,000 soms, which is less than 5,000 dollars, one can observe that there are structures in the country identifying corrupt officials, while others allow them to return to normal life. However, the case is not yet closed, as an appeal may be filed by the prosecution to a higher court, which could lead to a review of the verdict.
