During the interrogation that took place on December 5-6, 2024, Kydyrgychov and Abduvayev were summoned to the GKNB. Just three days prior, searches were conducted in four district departments of the State Tax Service in the capital.
After their detention, the former officials were held in the GKNB detention center, and the last extension of their custody was granted until January 14, 2026.
By the decision of the Lenin District Court dated December 25, 2025, Abduvayev and Kydyrgychov were found guilty of crimes under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, concerning "Abuse of official position."
The court, applying partial aggregation of the imposed penalties, fined Abduvayev 4,000 calculated indicators, which amounts to 400,000 soms.
His deputy Kydyrgychov was fined 3,000 calculated indicators — this is 300,000 soms.
Both former officials were deprived of the right to hold certain positions or engage in specific activities.
In addition, another defendant in the case, T.A.A., was also found guilty of violations under Article 41, Part 4, Article 337, Part 3, and Article 267, Part 2 of the Criminal Code of the Kyrgyz Republic, including "Illegal trafficking of weapons and ammunition."
The court imposed a fine of 330,000 soms on him, along with deprivation of the right to hold certain positions or engage in specific activities.
Furthermore, Abduvayev and Kydyrgychov were deprived of special ranks, class ranks, and state awards.
The measure of restraint for both was changed from detention to a written undertaking not to leave until the verdict comes into legal force.
The same measure for T.A.A. remained unchanged.
Case Context
On December 5-6, 2024, former head of the State Tax Service Altynbek Abduvayev and his deputy Islambek Kydyrgychov were summoned for interrogation at the GKNB, and on December 6, they were placed in the temporary detention facility of the GKNB.
Three days earlier, searches were conducted in four district departments of the State Tax Service in the capital.
According to the GKNB, major producers and importers of excise goods (such as alcohol and tobacco), while effectively supplying to the southern regions of the country, recorded deviations and rejections of shipping documents.
"In 2024, employees of the State Tax Service ignored numerous cases of rejections and deviations of waybills for excise goods in Bishkek amounting to over 3.2 billion soms," the GKNB reported.
According to the investigation, 1 million ETTNs were returned, but none of them were checked by tax inspectors. The total turnover of ETTNs amounted to 464 billion soms, with unpaid taxes around 30 billion soms.
Later, the GKNB reported that former chairman of the State Tax Service Abduvayev had assets worth $55 million both in Kyrgyzstan and abroad, including a house in Bodrum, a commercial enterprise in Almaty, real estate in Bishkek, and shares in the construction business.

1. The use by an official of his official position contrary to the interests of service, causing intentionally or through negligence significant harm,
- is punishable by imprisonment for up to two years with deprivation of the right to hold certain positions or engage in specific activities.
2. The same act committed with the intent to derive benefits and advantages for oneself or other persons or from other personal interest,
- is punishable by imprisonment for a term of two to five years with deprivation of the right to hold certain positions or engage in specific activities.
3. The act provided for in part 2 of this article, which caused significant harm through negligence,
- is punishable by imprisonment for a term of five to eight years with confiscation of property, with deprivation of the right to hold certain positions or engage in specific activities.
4. Acts provided for in parts 1, 2, or 3 of this article, committed by an official holding a responsible position,
- are punishable by imprisonment for a term of eight to ten years with confiscation of property, with deprivation of the right to hold certain positions or engage in specific activities.
