The State Committee for National Security conducted an arrest in a bribery case at the Public Service Center — what the defendant and witnesses said in court

The Jalal-Abad Regional Court confirmed the sentence handed down to a specialist from the interregional department of the Population Registration Department under the Ministry of Digital Development, who was convicted of accepting a bribe. As a result of the court proceedings, she was fined 500,000 soms.

The woman was detained by officers of the State National Security Committee (GKNB).

According to court documents published in the State Register of Judicial Acts, Samara [name changed S.A.T.] worked in the interregional department of the Suzak district 04-07 of the Population Registration Department and, in collaboration with "intermediaries" T.D.T. and A.G.I., organized a corruption scheme. She regularly received money from citizens of the Suzak district and other areas, ranging from 500 to 2,000 soms, for services related to obtaining new passports, renewing old or lost documents, registering birth and marriage certificates, as well as temporary registration of foreign citizens.

The investigation established that T.D.T. and A.G.I. brought citizens to Samara with pre-prepared money, which she accepted in her office located in the adjacent building of the Kyzyl-Tuuy rural administration. For a monetary reward, she provided the specified services. During the investigation, it was revealed that since September 30, 2024, Samara had been regularly receiving rewards from the "intermediaries".

The investigation believes that Samara, acting in her own interest, prioritized her interests over public and state ones, receiving money from citizens, even though the documents they were requesting were legitimate. In doing so, she undermined public relations and the normal functioning of the Ministry of Digital Development.

The Suzak District Court found Samara guilty of accepting a bribe under part 1 of article 342 on May 19, 2025, and imposed a fine of 5,000 calculation indicators, equivalent to 500,000 soms.

The court left the measure of restraint in the form of house arrest unchanged until the sentence comes into legal force, after which it should be lifted.

Dissatisfied with the court's decision, Samara and her lawyer filed an appeal, claiming that her actions did not constitute a crime.

At the first court hearing, witness I.M. and other defendants claimed that they did not give money to Samara as a bribe. They stated that the cashier of "Kyrgyz Post" was not at her workplace, so Samara accepted the money for the payment of state duties. They also noted that they received the documents within the established time.

The cashier of "Kyrgyz Post" confirmed that at the time of the incident, she often arrived at work late due to personal circumstances. She stated that Samara did not take money from her.

Samara herself did not admit her guilt at the hearing and explained that she accepted money instead of the cashier when the latter was absent. She also noted that she does not have her own housing and lives with her children in her father-in-law's house, who are in migration.

According to her, she has never been prosecuted and has worked in this field for a long time. During the investigation, her health deteriorated, and she signed documents under pressure from the investigator, as she needed surgery.

Samara claims that she and her accomplices were pressured. When the cashier went for procedures, she accepted money, as otherwise, she could have caused dissatisfaction among citizens.

Witness I.M. stated that he urgently needed an ID card and a civil passport for his son. There was a long queue at the Center for Public Services (CPS), and the cashier was not present, so he handed over the money, although no one demanded bribes from him.

According to the testimony of A.G.I., she is not officially employed anywhere and sometimes sold bedding. She turned to Samara for help with documents because there were long queues at the CPS, and the cashier was not present.

After reviewing all the materials of the case, on August 4, 2025, the judicial panel of the Jalal-Abad Regional Court left the sentence unchanged and dismissed the appeal of the defendant and her defender.

The sentence comes into legal force immediately after its announcement and can be appealed to the Supreme Court.
