Starting from March 1, 2027, a new mandatory digital registry will come into effect in Russia, created on the basis of the "GosLog" platform, which will become the only legitimate way for Kyrgyz freight carriers and exporters operating in the Russian market. According to the law signed by Vladimir Putin, only legal entities and individual entrepreneurs who own vehicles either by ownership or lease will be able to provide transport services. Individuals without the status of an individual entrepreneur will not be able to access the registry and, consequently, the opportunity to work in this field.
These new rules will apply to all truck owners whose weight exceeds 3.5 tons, engaged in commercial transportation on public roads in Russia. Each vehicle can belong to only one owner. At the same time, international carriers and companies from EAEU countries engaged in cabotage trips will be able to continue operating under the previous admission system without undergoing re-registration. Additionally, enterprises that use their equipment exclusively on closed internal territories will be exempt from the new requirements.
Applications for registration in the registry can be submitted online through the "Gosuslugi" portal. The form must include the company's or individual entrepreneur's details, contact information, and information about the vehicles, along with supporting documents (such as lease or ownership agreements). One of the mandatory requirements is the presence of a certified road safety specialist on staff, whose qualifications must be updated every five years. A transitional period is provided for existing market participants: after the system starts operating on March 1, 2027, carriers will have an additional month to legalize their activities on the new digital platform.
