
Since February 6, 2026, a draft law "On Amendments to the Labor Code of the Kyrgyz Republic" has been submitted for public discussion. Deputy of the Jogorku Kenesh Gulnara Akimbayeva is the initiator of this draft law.
The document is developed to establish a mechanism for salary indexing at the legislative level, aimed at maintaining its real value. The draft law proposes to unify the approaches to indexing in non-budgetary organizations.
According to the Constitution, everyone has the right to work and fair pay; however, the current Labor Code, updated in 2025, lacks a clear provision for mandatory salary indexing, which, according to the authors of the draft law, weakens worker protection.
The explanatory note to the draft law presents macroeconomic data: since 2018, the GDP has increased from 550.4 billion soms to 1 trillion 454.3 billion soms in 2024, while the consumer price index has risen by 68.2% during the same period. This has created problems with the purchasing power of the population.
The draft law proposes to add a provision to Article 91 of the Labor Code concerning salary indexing based on the growth of consumer prices. In particular, it is planned that:
- indexing in budgetary organizations will be carried out in accordance with the rules established by law;
- in non-budgetary organizations, the conditions, procedure, and frequency of indexing will be determined within the framework of collective agreements, agreements, or local acts of the employer.
