In Kyrgyzstan, they want to tighten the requirements for controlling vehicle exhaust emissions.
This initiative aims to fulfill the provisions of Articles 18 and 20 of the Law of the Kyrgyz Republic "On Air Protection." This law is an important aspect of state policy in the field of ecology, environmental protection, sustainable development, and public health. Currently, there is no separate regulatory act in the country that clearly regulates the procedure for state control over emissions from vehicles and other mobile sources. The adoption of this draft will establish legal and organizational foundations, ensuring uniformity in law enforcement and increasing the effectiveness of measures to reduce the negative impact on the atmosphere from vehicles.
The purpose of the document is to implement the requirements of the technical regulation of the Customs Union TR TS 018/2011 "On the Safety of Wheeled Vehicles," which pertains to compliance with mandatory standards for vehicles in operation.
The lack of an up-to-date and relevant regulatory act complicates the work of government agencies and reduces the effectiveness of measures to prevent violations of environmental legislation, which in turn negatively affects environmental safety and public health.
The draft new procedure proposes to establish general rules for controlling emissions from vehicles and other mobile sources, adapted to modern realities. According to the draft, control will be carried out by the Environmental and Technical Supervision Service and will include the documentation of requirements, inspection procedures, and mechanisms to reduce the negative impact of transport on the atmosphere.
