In the city of Osh, utility rates have risen due to the ATR — the budget has been increased

In the city of Osh, public hearings were held on the draft budget for 2026, attended by the first deputy mayor, the chairman of the Osh city council, as well as heads of various departments and residents of the city.

According to the draft budget, a significant increase in subsidies for a number of municipal enterprises funded from the city budget is anticipated.

One such enterprise is the Osh Improvement and Greening Plant. In 2026, 425 million soms will be allocated for its needs, while last year the amount was 220 million soms. The head of the enterprise, Azamat Sovetbek uulu, explained that "of this amount, 247 million soms will go towards employee salaries. Last year we had 365 employees, and this year there are already 405. We proposed to increase the staff by 40 positions due to the expansion of the city territory as part of the administrative-territorial reform (ATR). New equipment has also been purchased, for which drivers are needed," he added.

Additionally, 80 million soms are allocated for improvement and greening. These plans include:

- improvement of a 1.5-kilometer section of the road to the international airport "Osh";

- planting trees on the central streets — Alymbek Datka and Kurmanjan Datka.

Changes also affected the road sector. Previously, the municipal enterprise "Oshasfaltservice," which was allocated 350 million soms last year, managed the city's roads. Starting in 2025, the department officially regained its status as the road management authority. This year, 500 million soms have been allocated for its activities (half a million soms within a new budget item).

The head of the department, Zhenishbek Shonoev, commented on the allocation of funds. "You can see the current situation for yourself. Inflation is rising, construction materials — asphalt and bitumen — are becoming more expensive. Moreover, we need to complete the construction of roads that were started earlier and begin implementing new projects. The majority of the allocated funds are directed precisely towards these goals," he said.
