Kyrbashova: “Green” energy – a new step towards energy security

- We view energy as a strategically important sector, not just as a business. The demand for electricity has significantly increased in recent years, highlighting the need to diversify energy sources to avoid relying solely on hydropower. The development of alternative sources is one of the main pathways to ensuring energy security.

The choice of a wind power plant is due to the fact that this direction has been virtually unused in our country before. Becoming pioneers in this field has proven to be challenging. We faced several difficulties, including an inadequate legal framework, issues with connecting to electrical grids, as well as challenges with land allocation and financing during the project's expansion.

We aimed to address these problems comprehensively, collaborating with relevant ministries, industry companies, and investors. Each stage of our work was documented and carried out within the framework of the law.

— What are the current stages of the project? Should we expect delays?

- We have already launched the station in test mode, which lasted for 72 hours, and connected it to the national electrical grid. The tests, conducted under the supervision of energy oversight, were successful.

Currently, special equipment for calculations has been installed at the station, and we are completing the process of passing state standards. Although the PPA (Power Purchase Agreement) has already been signed, there are additional procedures related to obtaining a license that we are currently undergoing.

This project has not only become a pilot for us but has also provided important institutional experience. We realized how many documents and permits are required for connecting renewable energy sources, especially wind power plants. For example, a solar power plant requires about 15 documents, while a wind project requires a similar amount.

In the next stages, in addition to increasing capacity, we recognized the importance of optimizing processes and reducing the number of required documents. To accelerate the development of renewable energy sources, legislation must be modern and effective.



— What lessons from the experiences of other countries have been useful to you?

- We analyzed not only the successful examples of other countries but also their mistakes. At the moment, we are in the research phase, and the main results will only be visible after the full launch of the project. There is no need to invent something new here; integrating the successful experiences of other countries while adapting them to our conditions can help avoid many problems.

— What are the prospects for renewable energy in Kyrgyzstan, including solar and wind energy? What can we expect in the next 5-10 years?

- Kyrgyzstan has significant potential in renewable energy sources, including both wind resources and solar radiation. Currently, the main focus is on hydropower; however, in the next 5-10 years, we can expect an increase in small and medium power generation, the installation of solar panels on rooftops, the implementation of heat pumps, and the modernization of energy networks. If we manage to increase the share of renewable energy sources to 5-7 percent, it will be a significant achievement. I consider this a strategically important direction.

— What advice can you give to women in Kyrgyzstan?

- I would tell Kyrgyz women: do not set limits for yourselves. Do not be afraid to engage in science, finance, engineering. For the development of our country, active participation of women in all sectors of the economy is essential. This is a path that requires long-term efforts and strict discipline.
