Audit: Financial and Procedural Violations Identified in the Ministry of Culture


The audit conducted by the Accounts Chamber of the Kyrgyz Republic concerned the execution of the budget of the Ministry of Culture, Information, and Tourism and its subordinate institutions for the year 2024, as reported by the ministry itself.

During the inspection, serious shortcomings in internal control over financial discipline were identified. Instances of non-compliance with current legislation and established procedures were discovered.

The auditors noted that the violations pertained to aspects such as payroll, public procurement, and the accounting of material values.

Furthermore, procedural errors occurred during public procurement and contract signing. In particular, advance payments on contracts exceeding 10% were recorded, as well as procurements that were not accompanied by the necessary monitoring.

Financial and procedural violations also affected expenses related to payroll, official travel, the use of state property, as well as accounting and financial reporting. In some cases, unjustified inflation of the cost or volumes of construction and installation works was noted.

The results of the audit were discussed at a meeting of the Accounts Chamber Council, where recommendations were proposed and written directives were issued aimed at improving financial discipline, eliminating identified violations, and ensuring the effective use of budgetary funds.
