At a recent meeting of the Accounts Chamber of the Kyrgyz Republic, the results of an audit conducted at the State Agency for the Control of the Production and Circulation of Ethyl Alcohol and Alcoholic Products, as well as at the State Enterprise "Kara-Baltin Alcohol Plant," were reviewed. The audit covered the period from January 1, 2023, to December 31, 2024.
During the discussion, serious deficiencies in organization and accounting were identified. In particular, it was established that the accounting of seized alcoholic beverages and materials transferred to law enforcement agencies was conducted improperly.
Furthermore, delays were found in the transfer of materials for imposing penalties to the bailiff service. In 2023, the state procurement plan was not approved, and the documents for travel expenses were incomplete. In light of the identified violations, the Accounts Chamber recommended taking measures to rectify them.
The audit of the state enterprise "Kara-Baltin Alcohol Plant" also revealed issues with labor contracts, salary payments, and the distribution of responsibilities among employees. In some contracts, the functions of employees were not clearly defined, and there was no unified procedure for calculating salaries. Bonuses were typically paid in connection with professional and holiday events, while allowances for harmful working conditions were calculated without appropriate workplace certification.
Additionally, it was established that the requirements of legislation in the field of public procurement were not fully met: the procurement plan was not approved in a timely manner, and market analysis was not conducted. The enterprise lacked primary accounting documents, such as defect reports and reports on the installation of spare parts for vehicles.
As a result of the audit, the Accounts Chamber provided recommendations for improving internal regulations, enhancing control, and addressing the identified violations.
